Creating sustainable solutions for local freight

The South Fulton Community Improvement District (CID) is helping the area’s freight network coexist with the local community. That’s why they applied for and won a Freight Cluster Grant from the Atlanta Regional Commission (ARC): $310,000 to review the area’s infrastructure and commuting patterns to create a sustainable freight network. The study will focus on a districtwide strategy for:  

  • improving workers’ quality of life 
  • reducing greenhouse gas emissions 
  • improving efficiency in freight transportation 
  • enhancing supply chain resilience 
  • supporting sustainable transportation practices.

Request for Proposals

The South Fulton Community Improvement District (CID) is seeking proposals from firms or teams of firms experienced in freight and sustainable transportation planning, analysis and development of policies and projects. Q1. Are there any required prequalified or certified subcontractors for this contract?
A1. No. There are no required prequalified or certified subcontractors for this contract. 

 

Q2. Is there a list of approved or recommended vendors/subcontractors available for freight planning, engineering support, or sustainable transportation services?
A2. No. There are no pre-approved or recommended vendors or subcontractors for these services. 

 

Q3. Were there any key updates or clarifications provided in prior meetings that prospective bidders should be aware of?
A3. No. There were no prior meetings and no key updates or clarifications provided. 

 

Q4. Can you confirm whether subcontractors must be registered in the Georgia Procurement Registry or GDOT’s DBE program to participate? 

A4: Contractors don’t have to be registered in the Georgia procurement registry to submit a proposal.

Q5. The project team is expected to send final project deliverables and data files to the Atlanta Regional Commission (ARC). Does this mean that the project team will need to build in review time for ARC and will ARC need to give final approval on any project deliverables? Would this also include GDOT? 

A5: ARC will review deliverables concurrently with the South Fulton CID. Additional review time is not anticipated. GDOT will not have a formal review role but is a key stakeholder in all freight cluster plans and shall have the opportunity to provide input and review if they choose. 

 

Q6. To meet the inventory and assessment needs, will the South Fulton CID provide data inputs for freight patterns, truck trips, or existing infrastructure, or will stakeholders share data inputs through the engagement process and a data management plan? Will it be a combination of both? 

A6: The consultant is responsible for gathering relevant data. The South Fulton CID Multimodal Plan and other local/regional plans shall provide some base level data. Consultants working on publicly funded projects in Georgia currently have access to multiple data sets through the GDOT/ARC joint data purchasing program. Datasets included in this program may change. The Consultant shall be responsible for working with GDOT to get access to this data if they do not already have access from previous work.

Currently the CID is working on adding a left turn lane from Oakley Industrial Boulevard into SC Johnson. This project will alleviate the congestion caused by trucks trying to turn left from the main roadway. Past projects include a bench and trashcan near a MARTA stop.

The problem: traffic delays when entering I-85

The I-85 South interchange is a gateway to one of the largest southeastern logistics corridors, and SR 74 is a significant commuting corridor for Fayette County. Currently, freight and commuter traffic is slowed down considerably when merging onto I-85 from the South Fulton CID area.

The solution: a new, smoother interchange

The South Fulton CID designed a new partial cloverleaf interchange to help traffic get onto the interstate more efficiently. The planned 0.4 miles of improvements will also include new or wider ramps, wider bridges over I-85, and new traffic signals. See the project plan below for greater detail.

What the CID is doing now

The CID’s project plan was approved and construction began in March 2025. The interchange will remain open to traffic throughout construction. Traffic changes will be posted on the GDOT project website. For more project updates, follow our LinkedIn page.

The South Fulton CID and City of Fairburn received a RAISE grant to create a safer crossing for pedestrians and transit riders to access their jobs along McClarin and Bohannon Road.

The rapid growth of warehousing and distribution centers in the City of Fairburn has resulted in an influx of workers who ride transit to work. When workers need to access their place of employment located on McClarin, Bohannon Road or Logistics Center Drive from the southbound MARTA bus stop, they must cross US 29. To access either the northbound or southbound MARTA bus stop requires traversing the CSX railroad tracks. If a train is blocking the tracks, pedestrians will oftentimes crawl through the idle train just to make it to work on time. There is on average 100 pedestrians per day crossing the railroad tracks near Bohannon Road to get to and from work.

The CID and the city of Fairburn have received a federal RAISE grant to design the pedestrian bridge. This project will facilitate pedestrian safety improvements along US 29 and near the intersection of US 29 and Harbor Lake. Project steps include preliminary engineering, project design and permitting, compliance with the National Environmental Policy Act (NEPA), public outreach, and stakeholder coordination. The project will also plan and analyze Intelligent Transportation System (ITS) improvements. Design and planning will begin in early 2025.

Oakley Industrial Boulevard is being improved and extended south towards Gullatt Road.

The South Fulton CID is extending Oakley Industrial Boulevard south beyond Creekwood, towards Gullatt Road. The project has completed preliminary engineering planning and is currently in the right of way acquisition phase. There are no firm construction dates, but it is being planned in conjunction with the review of a new interchange at Gullatt Road and I-85.

A new interchange at Gullatt Road and I-85 is being reviewed.

In 2021, the South Fulton CID completed an Interchange Feasibility Report (IFR) to add a new interchange at Gullatt Road. The project is currently being advanced, in partnership with GDOT and the City of Fairburn, to the preparation of an Interchange Justification Report (IJR) for the Federal Highway Administration for review. The IJR process is scheduled to be completed in September 2025.

The CID worked with the cities of Fairburn and City of South Fulton on a full depth reclamation projects on Gullatt Road, Clecker Road, and McClarin Road. These projects will help the corridor last longer under the high amount of truck traffic.

INTELLIGENT TRANSPORTATION SYSTEM

The South Fulton CID is working on a group of projects to support an intelligent transportation system (ITS).

The South Fulton CID is working on a group of projects that support an intelligent transportation system (ITS). The ITS will improve the freight corridor along SR 74 to McLarin Road through technology and roadway enhancements and relieve congestion around Fairburn’s CSX intermodal terminal.

The ITS system will alert trucks to the presence of a train and direct them to an alternate route to access businesses along the corridor. It will also direct trucks to the Fairburn Travel Center while waiting for a train to clear the tracks.

The basic ITS architecture and communications network for near-term and long-term deployments of the Freight ITS project for the area surrounding the CSX Fairburn Intermodal Center are detailed in this Concept of Operations document.

Key projects recently completed to facilitate safe detours were improving the intersection ramps connecting SR 74 and McLarin Road and SR 74 and US 29. These projects were designed by the CID and implemented by GDOT.
