Project Background

The CID recently won a Freight Cluster Grant from the Atlanta Regional Commission (ARC) to review the area’s infrastructure and commuting patterns to create a sustainable freight network. Their study will focus on a district-wide strategy for:

  • improving workers’ quality of life
  • reducing greenhouse gas emissions
  • improving efficiency in freight transportation
  • enhancing supply chain resilience
  • supporting sustainable transportation practices.

Project Description

The CID has hired an expert consulting team to help complete this plan. They are currently working on solutions for:

  • Reducing greenhouse gases: using more alternative fuels, electric vehicles.
  • Making freight more efficient: finding better routes for trucks, supporting intermodal transportation.
  • Supporting the supply chain: reducing idling time for trucks, reusing and recycling products, and improving worker conditions
  • Improving site sustainability: adding green roofs, water recycling, solar power, etc.

District-wide improvements: increasing walking paths, green space, and transport options for workers and residents.

Project Background

Roads and transit in South Fulton CID area are heavily used by workers and businesses. In key areas, lack of traffic infrastructure or degrading quality of roads can decrease safety for drivers and pedestrians, as well as impede business and personal transportation.

Project Description

The South Fulton CID has dedicated a portion of its yearly budget to coordinate quick, responsive projects to close transportation gaps.

Past project examples:

  • The addition of ADA seating and trash can at the Fairburn Park & Ride MARTA Stop.
  • Survey of residents to determine support of MARTA’s Route 188 bus service.

The problem: traffic delays when entering I-85

The I-85 South interchange is a gateway to one of the largest southeastern logistics corridors, and SR 74 is a significant commuting corridor for Fayette County. Currently, freight and commuter traffic is slowed down considerably when merging onto I-85 from the South Fulton CID area.

The solution: a new, smoother interchange

The South Fulton CID designed a new partial cloverleaf interchange to help traffic get onto the interstate more efficiently. The planned 0.4 miles of improvements will also include new or wider ramps, wider bridges over I-85, and new traffic signals. See the project plan below for greater detail.

What the CID is doing now

The CID’s project plan was approved and construction began in March 2025. The interchange will remain open to traffic throughout construction. Traffic changes will be posted on the GDOT project website. For more project updates, follow our LinkedIn page.

Project Background

The rapid growth of warehousing and distribution centers in the City of Fairburn has resulted in an influx of workers who ride transit to work.  

To access worksites on McClarin Road, Bohannon Road, or Logistics Center Drive from the closest southbound MARTA bus stop, pedestrians must cross US 29 without a crosswalk, as well as cross the CSX railroad tracks on foot. If a train is blocking the tracks, pedestrians will oftentimes crawl through the idle train just to make it to work on time. There are on average 100 pedestrians per day crossing the railroad tracks near Bohannon Road to get to and from work. 

In addition, the train entering the CSX intermodal facility can cause trucks to back up on McClarin Road. Both pedestrians and vehicle traffic must navigate trucks waiting to enter the facility.  

Project Description

In 2023, South Fulton CID and City of Fairburn received a $1,008,000  RAISE (now BUILD) grant to create a pedestrian bridge over US 29 and the CSX railway near the intersection of US 29 and Harbor Road. The bridge will allow pedestrians and transit riders to access jobs along adjacent streets. The grant will also fund a more efficient roadway system for the freight community to know when trains are blocking crossings.

The CID and the city of Fairburn have received a federal RAISE grant to design:

  • A two-span pedestrian bridge across US 29 and the CSX railroad tracks.
  • Stair and elevator towers at the end of each bridge span
  • Intelligent Transportation System (ITS) improvements

Project steps include preliminary engineering, project design and permitting, compliance with the National Environmental Policy Act (NEPA), public outreach, and stakeholder coordination.

Extending Oakley Industrial Boulevard to Gullatt Road will create more route options to support the area’s rapid growth and position the corridor for a possible future interchange at Gullatt Road and I-85.

Preliminary design plans are complete, and the CID and the city of Fairburn are currently working to acquire the necessary right-of-way for future construction.

The South Fulton CID is advancing plans to extend Oakley Industrial Boulevard to connect with Gullatt Road on the Southeast side of I-85.

The South Fulton CID’s Multimodal Study recommended the extension of Oakley Industrial Boulevard south, past Creekwood towards Gullatt and Johnson, along with a new interchange in this area. Together, these updates will allow for greater traffic flow and create a connection to the CSX Fairburn Intermodal Terminal.

This project being planned in conjunction with a potential new interchange at Gullatt Road and I-85.

Project Background

A new interchange at I-85 and Gullatt Road is needed to relieve the congestion at the over-burdened I-85/SR 74 interchange and along arterial roadways in this rapidly developing area.

The South Fulton CID completed an Interchange Feasibility Report (IFR) for the proposed Gullatt Road interchange, which was approved by the Georgia Department of Transportation (GDOT) in 2021.  In 2025, GDOT undertook a formal Interchange Justification Report, using CID funding. The report was reviewed by the Federal Highway Administriation and accepted on December 3, 2025.

Project Description

The Federal Highway Administration has reviewed and accepted the Gullatt Road I-85 Interchange Justification Report. Once constructed, this new interchange will increase access in the CID area by relieving freight traffic and movements from the I-85 / SR 74 /Fairburn Industrial Boulevard exit and surrounding roadways, including Oakley Industrial Boulevard, Roosevelt Highway, Bohannon Road, and Johnson Road.

The new interchange will:

  • Relieve congestion at the I-85 / SR 74 interchange and along arterial roadways in this actively developing area.
  • Allow for more direct routes to manufacturing/industrial developments that are located between the Collinsworth Road interchange and the SR 74 interchange.
  • Provide commercial vehicles with direct access to CSX’s Fairburn Intermodal Terminal via I-85 to Gullatt Rd to McLarin Road.
  • Concentrate truck traffic closer to the areas with high concentrations of industrial/freight intensive uses and away from areas that may be used for residential neighborhoods.

INTELLIGENT TRANSPORTATION SYSTEM

The South Fulton CID is working on a group of projects to support an intelligent transportation system (ITS).

The South Fulton CID is working on a group of projects that support an intelligent transportation system (ITS). The ITS will improve the freight corridor along SR 74 to McLarin Road through technology and roadway enhancements and relieve congestion around Fairburn’s CSX intermodal terminal.

The ITS system will alert trucks to the presence of a train and direct them to an alternate route to access businesses along the corridor. It will also direct trucks to the Fairburn Travel Center while waiting for a train to clear the tracks.

The basic ITS architecture and communications network for near-term and long-term deployments of the Freight ITS project for the area surrounding the CSX Fairburn Intermodal Center are detailed in this Concept of Operations document.

Key projects recently completed to facilitate safe detours were improving the intersection ramps connecting SR 74 and McLarin Road and SR 74 and US 29. These projects were designed by the CID and implemented by GDOT.

Howell Ave Roadway Extension

This roadway extension provides a new access point to the businesses as well as additional routes to alleviate growing truck traffic in the area.

The South Fulton CID worked with the City of Fairburn to add sidewalks to Bohannon Road. The sidewalks will run from McLarin Road to Oakley Industrial Boulevard.

In April 2020, MARTA began running a special service temporary bus route for Oakley Industrial Boulevard that has now been made permanent.
