The South Fulton Community Improvement District (CID) is helping the area’s freight network coexist with the local community. That’s why they applied for and won a Freight Cluster Grant from the Atlanta Regional Commission (ARC): $310,000 to review the area’s infrastructure and commuting patterns to create a sustainable freight network. The study will focus on a district–wide strategy for:
- improving workers’ quality of life
- reducing greenhouse gas emissions
- improving efficiency in freight transportation
- enhancing supply chain resilience
- supporting sustainable transportation practices.

Q1. Are there any required prequalified or certified subcontractors for this contract?

Q2. Is there a list of approved or recommended vendors/subcontractors available for freight planning, engineering support, or sustainable transportation services?
A2. No. There are no pre-approved or recommended vendors or subcontractors for these services.
Q3. Were there any key updates or clarifications provided in prior meetings that prospective bidders should be aware of?
A3. No. There were no prior meetings and no key updates or clarifications provided.
Q4. Can you confirm whether subcontractors must be registered in the Georgia Procurement Registry or GDOT’s DBE program to participate?
A4: Contractors don’t have to be registered in the Georgia procurement registry to submit a proposal.

Q5. The project team is expected to send final project deliverables and data files to the Atlanta Regional Commission (ARC). Does this mean that the project team will need to build in review time for ARC and will ARC need to give final approval on any project deliverables? Would this also include GDOT?
A5: ARC will review deliverables concurrently with the South Fulton CID. Additional review time is not anticipated. GDOT will not have a formal review role but is a key stakeholder in all freight cluster plans and shall have the opportunity to provide input and review if they choose.
Q6. To meet the inventory and assessment needs, will the South Fulton CID provide data inputs for freight patterns, truck trips, or existing infrastructure, or will stakeholders share data inputs through the engagement process and a data management plan? Will it be a combination of both?
A6: The consultant is responsible for gathering relevant data. The South Fulton CID Multimodal Plan and other local/regional plans shall provide some base level data. Consultants working on publicly funded projects in Georgia currently have access to multiple data sets through the GDOT/ARC joint data purchasing program. Datasets included in this program may change. The Consultant shall be responsible for working with GDOT to get access to this data if they do not already have access from previous work.
Q7. To meet ARCs DBE participation, do the organizations have to be DBE certified, or can they be WOSB and MBE certified as well?
